Covered-product sales to under-18s are restricted, with a prescription exception. Delivery sellers must use either or both specified routes: verify full name, birth date, and residential address through qualifying databases, or require an adult signature and government-issued photo ID at delivery. Protein powders, drinks, and foods marketed as containing protein are excluded unless an ingredient other than protein would, considered alone, qualify as a weight-loss or muscle-building supplement.

A narrower product scope
Colorado prohibits retail sales of over-the-counter diet pills to under-18s. Its definition covers weight-loss drugs, including products marketed with a drug facts panel; it is not the same broad supplement definition used in California or New York. Online retailers are included.
